Eric Schmidt did research into the charters of 14 Cuyahoga County cities with populations roughly 50%-200% of Pepper Pike's population. These are his findings below.
Summary of findings
Almost all have the Mayor on the Planning Commission
Almost all have a separate Board of Zoning Appeals from the Planning Commission
Half have council members by wards
Half do NOT allow council to remove the mayor
Most of do have a President of Council (but how they are chosen & what they can do varies a lot)
The "hidden" finding here is that NONE of the comparably sized cities have the combination that is being proposed here. In other words, the proposition cherry-picks from similar cities heavily tipping the scales in Council's favor.
